Call for Papers

As part of the Golden Jubilee Celebrations of Sri Venkateswara College, the Department of Economics is organising a National Seminar on Public Policy and Delivery in the Post-Reform India: Challenges Ahead.

Various studies reveal that growth under the Washington Consensus was characterized by high level of volatility as well as widening distributive disparities. The recently released UNDP report bears testimony to the multidimensional deprivation prevalent in different developing countries, including India. In the recent past, there have been efforts in India in the form the NREGA, NRHM, Mid-day Meals scheme and similar other programmes to extend the outreach of the social programmes. Moreover, there has been participation of intended beneficiaries like women, and deprived castes and tribes, thanks to the related provisions in the 73rd and 74th Amendment Acts. Special programmes are in place for the backward districts, with further programmes being contemplated by the Planning Commission in the Maoist-affected districts.  Is it possible to emulate some of the success cases in governance in certain states elsewhere? Are some of the celebrated success cases under private initiative limited to their region of operation? What should be the optimal delivery mechanism under the government such that there would be a good blend of larger outreach and less leakage?

The National Seminar looks forward for a creative interaction of diverse perspectives in this regard. Papers/abstracts in the broad themes of (a) Agriculture and Rural Development including NAREGA, Food Subsidies and Fertilizers subsidies (b) Governance and Decentralisation including 13th Finance Commission Recommendation and (c) Challenges in Education and Health including implementation of SSA, Mid-day Meal Scheme and NRHM, which fall under the purview of the seminar shall be sent, latest by 1st September 2010 to Convener, National Seminar Committee, Department of Economics, Sri Venkateswara College, University of Delhi, Benito Juarez Road, New Delhi 110021 or through e-mail at: natlseminar@gmail.com
